I looked it up, Idaho. I had never even heard of "theft recovery vehicles" before. Interesting concept and looks like a pretty good way to find a decent car if you don't want to spend an arm and a leg! The issue for a lot of folks is that theft recovery vehicle dealerships only exist in 11 states. So either you travel to one of those locations, or do without?
