I generally think this is true.
The hard part in diagnosing is that Holmes is trying to build a team from the ground up so he just needs to pick solid contributors and depth.
Snead has been trying to add to a super bowl contenting team. Very different objectives.
In the 2021 draft, Holmes selected a cooper kupp/robert woods type inside receiver in 4th rounder in Aman Ra St. Brown from USC. Snead selected Tutu Atwell. A 2nd round outside home run threat the Rams sorely lacked (except for picking up meshawn jackson).
Now clearly St. Brown has been 10x the player that Atwell has, but is that because the objectives have been different. Would the Rams have gone for St. Brown if Goff and Holmes were still at the Rams?
I generally think the Lions scored BIG by getting Holmes, but he also had an easier job draft wise having better capital and as less competitive roster.The 2020 draft was the last one that holmes was still a part of. Some good safeties and Van Jefferson selected. The Lions this year have 4 rookie defensive players all major contributors this year but it's also a team that lacked depth so much easier to get that contribution.
