Kupp and Robinson are safe. Van and Tutu are almost certainly safe. Powell is safe as the KR/PR and will take a roster spot as a WR. So far, that is five.
Next on the list are (in no particular order) Harris, Benny Skow, and McCutcheon. They are not likely to keep 8, so one of these three must go, and I don’t think any of them make it the practice squad (though Harris possibly could). A WR needy team may trade for one of the three if the team in need is low on the waiver wire priority.
Injuries may delay the decision; if Van or Harris are not recovered in time for the season opener, they could be placed on IR.
