Jared was all but done by that time in the game (mentally, that is). Not saying that he quit (he didn't), but it's pretty clear that he was confused by what Belichick had been throwing at him. This is what caused him to hesitate on, what should've been, an easy read.
Lack of confidence by that time was also the likely reason he didn't just rip the ball in there on a line when Cooks broke free at the 10-yard line. Even without the defender, it would've been a challenge for Cooks to stay in bounds.
Get a kick out of those who say that Cooks should've still come up with, though. As far as I know, no one has ever claimed that dude has meat hooks like OBJ or Diggs. Cooks' dominant arm got whacked literally milliseconds after the ball touched his hand. Very difficult play for him considering that he had to: A) wait for the ball; B ) make sure he's still in the field of play; and, C) keep an eye on that DB who's bearing down on him. A VERY difficult play for most WR's, I'd think.
