The focus on $7Mil seems to misguided right now.
When will he be ready to play? These injuries have different timeframes for everyone and a lot depends on the initial surgery and the dedication to the Rehab process.
Will the knee 100% when he returns?
The Rams and OBJ should have a better understanding of when he is going to be available and how well his knew is responding to rehab and the strength of the knee. If he is going to be available for 30-40% of the games and there is a high probability that he is near 100% the $7Mil sees reasonable considering the price of WR in todays market. But right now there is not enough information to make a good business decision and signing him today is a pure gamble.
At some point maybe late August or Sept there should be enough information to make properly determined the risks from both sides and create a pay structure that is reasonable from a risk reward perspective. $7Mil for 2 games sees high but reasonable for 7 games. If both sides want to get this done which seems like the case they should be able to figure something out. Perhaps a contract based with a small base and bonuses based on the number of games available would make the most sense and would be fair to both parties. That would allow OBJ to be on the PUP list while he Rehabs.
Still another 2 months of rehab should give both parties a better time table for his expected return and the level of strength in the knee.
