You see that extra padding on the helmets of the OL and DL, too. Probably anyone who could potentially be near the QB during a play. The padding is to help prevent injury in case a QB hits a helmet when throwing a pass.

It just makes too much sense for them not wear that padding. In fact, I would have everyone wear a padded helmet during practices. Not just QB's.
