It's like they tried to tick off Rogers for about 3 years.
Then then decided they couldn't do without him and focused everything on him, forgetting everyone else including Adams.
Adams gets ticked and won't accept the Franchise tender and he winds up with the Raiders and the Packers get ZIP for him.
Now the Packers have a chance to get a very proficient and experienced vet WR for a reasonable cost (Woods) and they fumble that, too.
I think the Packers have hit some sort of decline that begins in the FO.
