I think it's safe to assume Goff would struggle. Look at what he did under Fisher. Those '70's teams were not passing in running situations either. It was run, run, third and long when you had to pass. That's a big part of why QB's from that era look so less efficient. Teams just didn't regularly run on early downs or pass short as a substitute for the running game.
It's a big part of why SF and the WCO took so long for defenses to catch up to. Defenses were equipped to stop the running game and heavier personnel.
I think it's safe to say that if Goff had to pass under those circumstances he would struggle. He has not consistently shown that he can get the ball downfield. I was always curious if Ferragamo could have played like Montana and utilized the short passing game and let his playmakers do the work. As aggressive as he was, it's hard to imagine. I'd like to think that McVay could coach him up, but I have my doubts about how good Vince was at seeing the defense.
