I don't think Kupp is being featured to the exclusion of the others. Stafford has been spreading the ball around pretty well. But, doing it just for the sake of it isn't necessary. Kupp apparently gets open often and is the primary option often. If Stafford were forcing it to him, making risky throws, I could see a possible issue.
But the passing game is the least of any issues the Rams are facing.
