It's about packages- Cameron is a good reporter, but he's not sure what he sees. What Burgess actually started at was a linebacker. It was a 4-3, not the Rams usual 3-4 or 5-1. It was probably some counter to the Giants 12 personnel. The Rams only used 4 Dl a few times.
The Rams have a lot of "packages" and in them guys have different roles. Those packages are put in
to counter what offenses are doing based on scouting.
So, if the Giants are in passing personnel on 3rd and long and they are way behind and have 4 WR in the game. Rams see 4 WR and may counter with a small nickel package, where Rapp and Young are the LBers... it's 6 DBs but one of the DBs is a LBer.
If it were 3rd and long and it was 3 WR, not 4, they might have Young and Reeder in as LBers.. the normal nickel with Ramsey in the slot.

They don't just say "we gotta put this guy in the box or that guy back, or whatever" they already know each guys strengths and weaknesses and if they thought they wanted to play strong and weak safeties, like Seattle does or most other teams they could do that.
There may be a game they want to put Ramsey on a #1 WR most of the game, they did it last year when they thought it made sense...
It will be interesting to see what happens when Williams comes back---because DD is the one who took his snaps, for the most part.
