Those numbers are a bit skewed because of those four 4th downs that the Bears ran. That's 4 snaps (none of which succeeded), but it kept the ball in the Bears' hands longer. Also because the Rams actually did what they are designed to do: force the opposing O to have to go forward in small steps, taking a long time to score. Which isn't what you want when you're behind. And then allowing the Rams to respond quickly to score again.
I doubt we'll see too many games go like that.
