Absolutely. What is really cool about Harris is he is a special teams beast. That is really important too because it means he will be active on gameday all through the season. Which means during the flow of a game you can get him on the field once he knows what he's doing. He's there and available.
Looking at Hopkins in comparison he's an instinctive pass game type but not one that is willing to get his hands dirty. That meant he wasn't a huge factor on teams and did not push the Rams to activate him on gameday. Thus he saw zero field.
Harris shows they learned from that IMO. I think he has a shot to stick. If he's smart and he works hard he might show some value in the latter half of this season because he's not contact-shy by any means. This guy will get down with a DE on a crack down block.
