But after 9 years with no other high selections, and possibly more importantly, with no high expenditure on their own players or free agents, it doesn't seem they highly value that position.

No it was Snead. We know this, it was talked about.
Snead wanted to trade down out of their 2nd 2nd round pick because he was convinced one of the 3 LBs would be there.
He was wrong, and Fisher was furious. In a later draft he remarked about how trading down can sometimes be a mistake, and he described his reaction to mistakes like that as being "Bobby Wagner mad."
