I think Holmes is just saying this to get somebody to trade up with them in front of QB needy teams like Carolina.

I bet Holmes wants to acquire even more picks.

I think they roll with Goff in 2021 and see what he has. If he's not the future, they have multiple 1st round picks in 2022 and 2023.

IMO, Holmes is in a good situation to succeed. We'll see how he handles it.

Of course they will roll with Goff if Brad Holmes believes there are no better rookie QB's better than Jared when their turn comes up to draft number 7 overall in the first round.

When an NFL team is in rebuild mode there is less predictability of what they will likely do.

They might trade Goff at some point during the draft after their first round pick because a QB Holmes really likes has slid to them and he pounces on him.

Or like you said they might simply put all their chips on the table with Goff for one season and see how it plays out neglecting all QB's in the draft.

I would not be surprised one single bit how the Lions play this out.
