Actually, the tag amount is counted against the cap when a player is tagged, not when he signs the tender.
I can't find out what the cap implications are in a tag-and-trade scenario. Does the team have to have the cap room to absorb the tag in order to do this? Or does the NFL not care?
Either way, the player would have to sign the tender before he is traded: a tagged player is still a FA and the rights to a FA can't be traded.
So what typically happens is that the player is involved in the discussion and agrees to the terms of the contract and also approves the team he's being traded to before the deal is finalized.
