Well, in my example the QB problem was weighted equally to the combined weight of the other two issues. But it really doesn't matter because your observation seems to assume that they can only fix one problem.
In this example, if one wanted to solve the overall problem with the offense, they would address all three issues starting with the biggest one. No sane person would refuse to fix the biggest one simply because the combined weightiness of the other issues was equivalent.
