Why waste money on guys who are below average?

My post was about what to do with Goff's cap savings. You have to pay someone like Bortles or Minshew something - so why do it? They are downgrades from Goff - a downgrade only works if it doesn't cost you anything - hence Wolford, or Perkins, or a draft pick
