McVay took a calculated risk that he'd only need 1 QB against Seattle and it turned out he needed two.
Bortles was just picked up off a PS and though he was with the team last year, new OC, new calls and a few new players. He wasn't going to be very effective with 3 days with the team.
Now he's had a week+ and it makes sense to get him his own game plan and set of plays so that he can go in there and lead some drives if needed.
Bortles is much bigger and stronger than Wolford. If all he is going to do is run and throw a few short passes, he can do that pretty well.
he has been there longer than you think he was active for the Cardinals game. Sorry this should have quoted above about only having a week.
