Is he actively putting out there that Goff is on the table to any teams with interest? Probably not. That will just lower the value if it looks like you are trying to push a guy out. I'm pretty sure Snead said as much in an interview.
From what I've heard, the Senior bowl is a great place to discuss trades because you can do it in person without all the documentation and extra eyes/ears.
I'm quite certain Snead didn't just suddenly decide to start shopping Goff. This may be the time where teams start talking trades but not for a team still contending for a SB.
What I think happened is, Watson demanded a trade and Houston is seeing what's out there. Snead probably picks up the phone to get a sense on if they have a chance. Someone catches wind that there's been a conversation. It would more surprising to me if there wasn't.
Someone who has heard there has been a conversation leaks that the Rams have interest. I don't think it's all that mysterious honestly.
