The team is #9 in yards rushing and #16 in ypa. Not "bad" at all. #7 in sack%. The effectiveness of the running games seems all the more important considering some of Goff's splits:
Passer rating when leading: 83.3..
Passer rating when in no huddle: 80.1.
Passer rating against non-blitz: 87.3.
Passer rating non play action: 84.4.
Passer rating on 3rd down: 88.7.
Passer rating 7+ yards to go: 85.2
Passer rating play action: 109.9.
All of these numbers suggest to me that when Goff is asked to pass under "normal" circumstances, he's struggled. But when play action is involved, the defense seems to respect it quite a bit considering how much better the passing numbers go up.
