I think Tampa is top 5 in overall talent. They just don't always play up to it.
Tom Brady is still very good, but he's not Aaron Rogers who can move around and do things with his legs, in order to make lemonade out of lemons. That is, the other 10 guys MUST do their jobs every play..... and they don't.
Same with the D.

But, they are VERY dangerous and when it's all working they are really a good team.
