Goff was 20 for 31, 275 yds, 0 TD, 1 Int ... for a passer rating of 79.4.
Two big ifs, I know, but IF a penalty had been called on that Int then both the Int and the pass attempt would have come off the board. And IF those three drops you mentioned had been catches he'd have 23 completions instead of 20. Plus he would have additional yardage! Goff averaged over 10 yards per completion so without going back to the game and trying to guess exactly how any additional yards he would have had I'm just going to add 30 yards and be done with it.
So ... 23 for 30, 305 yards, 0 TDs and 0 Int produces a passer rating of 108.3.
Goff's passer rating was dinged almost 30 points by events that were totally out of his control.
