There are 8 games where they allowed 99 or more yards rushing. ("99" sounds arbitrary but I choose it as the dividing line because it happens to be the RYA in one loss to SF).
In those 8 games they went 3-5. In those 8 games they allow 1270 yards on 266 carries, which is a YPC of 4.77, which across 16 games would rank 26th in the league.
Under 99 yards? (Which includes 95 yards in the Cleveland game which is borderline). They go 6-2 in those games. In those 8 games they allow 539 yards on 178 carries, which is a YPC of 3.02, which across 16 games would rank
1st in the league.
A lot of things went wrong in 2019 and the run defense is far from being the sole culprit. In a those 5 losses where they allowed 99 or more yards rushing, the offense couldn't score and the defense could not hold up under those conditions. But still. You don't want a situation where half of your games you give up more than 1200 yards rushing.
So you're right and I agree--they need to get them in 2nd and 3rd and long more often.
IMO the pass rush can be amped up a bit if they can reduce the run. So I would not make the pass rush their primary need--I think they can get pressures if they can control the run first.
