I can't speak much to some other teams in front of them but I would guess- and understandably so- the major reason why the Rams aren't in the top 10 here is the RBs. They're not ranking (wide) receiving corps, they're ranking overall skill positions. And the Rams have three RBs with combined 6 catches in 2019. The Rams' RBs combined receiving production was 70% less in 2019 than 2017. Someone has to step up and right that ship.
