Not all of the talent. But more than the "have not" teams.
Either way, parity was one of the driving reasons they instituted a hard cap. So the NFL both wants that and also thinks it works. Just in terms of personal opinion and taste etc., I agree with them. I think it is one of the reasons the NFL is the major sports draw in the USA. I like the whole parity thing, and that's even with the knowledge that if there were no cap, Kroenke would likely be one of the big spenders.
