Well it does serve a useful purpose though.
A hard cap means rich teams can't buy all the talent.
And that kind of level playing field, at least when it comes to financial matters, means parity. It is true that some organizations are clueless and can't take advantage of it, but many can every year, which means tight races and a general "any team can make in a given year" vibe. That keeps the game enjoyable and interesting. It's one of the strengths of the NFL.
