One thing is, I don't agree that the doubters are just being hard-headed and stubborn. I don't see people being that petty and small-minded. It's kind of a homer thing to assume that, in fact. As In I believe X about Goff and if you don't it can't be because other views are possible, it must be because you have bad motives.
PLUS saying that acts like he didn't falter in the post-season in 2017 and didn't falter in some games at the end of 2018 plus the supebowl. But he did do those things so I think it's completely reasonable that some analysts will wonder about that.
The reason I don't wonder about those down games (while also not denying they exist) is because I really do think he's young, progressing, and not really consistent yet...plus I really do think he will progress and become more consistent.
And it's fine with me if I can't convince the skeptical analysts at this point. I just assume he will progress, they will see it, and they will acknowledge it.
Plus I don't mind if our young qb is doubted. That's fine--puts a chip on his shoulder, gives him some good motivation, makes him set his standards still higher.
And stats based on mere averages are not more objective IF those numbers hide something. If you just go by the averages you erase the down games. But the down games are real. In the last 8 games, counting the post-season, he had 5 games with a qb rating below 80. In my top qbs list, they don't do that. They're more consistent (the word I keep using). It's not "subjective" to factor those games in--arguably it's more realistic to do it.
Now I also believe that the down games had a lot to do with the OL being overwhelmed, but at the same time Goff did not play well in those 5 games. They do need offensive answers to that---which includes Goff getting the ball out more quickly, and therefore also having the option to get the ball out more quickly, and the offense adjusting more quickly post-snap in general to unexpected coverages and defensive pressure (exactly the things they said they are working on this off-season).

I don't disagree with anything you said. And you and I are in pretty much agreement on the issue. I think time will bear out where Goff finally ranks in the QBs of his day, and while I think he will continue to get better there are still flaws in his game. Also, if I were a fan of another team I would likely point to high profile games like the Bears game and the Superbowl as evidence of a mediocre QB. But I think that if you use the same tools or analytics to measure Goff as you use to measure other QBs, without "reputation" or "bias," you will still come to the conclusion that he is a top 8 QB. In my opinion, Goff tries more, and converts more, difficult passes downfield than any QB in the game. That is not to say that Rodgers or Mahomes or any other QB can't make those throws, only that Goff makes
more of them. I'm referring to passes downfield, through windows, crossing patterns and sideline throws, where his accuracy is pinpoint. Every QB makes a few of these, but the Rams ask Goff to make a lot of them and he is very good at it.
Also, how many QBs last year had games that were equivalent to Goff's Viking game, or his Chiefs game, or even the NFC championship game? Do people downgrade Drew Brees for losing at home to Goff in the NFC championship game after being up 13? Brady scored 13 points in the Superbowl against a suspect Rams' D, including 3 through the first 53 minutes, but no one is saying he should be downgraded. Aaron Rodgers lost to the Cardinals at home last year, Drew Brees was shut-out last year by the Cowboys, and Tom Brady was routed by the Jaguars. All I'm saying is that if you apply any criteria across the board, Goff was and is a top 8 QB right now in the league.
