Brown's a power guy, not the smartest dude either, and his pass pro was iffy. It's not a surprise he ended up with a Falcons roster that was transitioning from Shanahan's zone, where they wanted to load up with more size and strength at the point.

Kromer likes guys who move well for their size and on the pass pro side the Rams don't like missed assignments/responsibilities/pickups. Brown was a Fisher draft pick that simply didn't fit. Not sure why so many have such a hard time understanding that.
