It looks like the sideline spotter that marks the ball position is at the 19 yardline on 2nd down, when he should have been at the 18. So the ref must have looked at the sideline when he placed the ball for 3rd down, incorrectly placing the ball.
The problem was the sideline marker spot on 2nd down.
