To me that's just an abstraction. Just a "sounds good on paper" phrase. (No disrespect meant.)
The reality is, it doesn't matter if your #3 looks good in one half of a preseason game.
The CBA limits practice reps. To beat that you have to have a plan. The plan is play the vet as long as needed and get the
trade-up-for 1st pick qb ready.
Since there is no reason to doubt that plan, better to stick with it.
There's no room in that plan for suddenly cultivating a #3 qb.
Especially since Mannion is not a surprise to these coaches. Like I said, they have practices, film of practices to review, and meetings. They know all about Mannion.
But if you have only so much gasoline and a strict budget, and your plan is to drive from Chicago to New Orleans, you don't suddenly alter that because you heard there was a great diner in South Dakota.
Mannion has plenty of time...years...to earn more.
Only fans go "I want to see what we have in our 3rd string, no starts ever qb even if that means putting the 1st pick in the draft on hold."
Like I said the coaches already knew all about Mannion. He's a surprise to fans, not them. AND good leaders also know the value of sticking to a plan.
Anyway that's the case I would make.
