Why is Fisher afraid to play Mannion with the 1st team?

One has to wonder based on his performance vs Dallas two weeks ago why Sean Mannion is not given a look with the 1st team.
Is Fisher and Snead afraid Mannion is going to make them look stupid for trading all those picks for Goff?
