Well I think signing him as the starter is a positive sign.

There was a nominal competition in 2015, but the word on that was that it was really TB's job to lose.
As I understand it there were 2 situations. First, when he was visiting KC when he accepted the Rams offer, and the 2nd one in 2016 when he signed after the initial free agency "legal tampering" period.
1. On the first one he had never been a starter --- in 2015, before signing, he had played 4 games total in his career. So I am not sure what kind of FA interest he would attract. Rams knew about him though and sure enough he came through and is coming through.
2. The second one is not on the Rams it's on Barnes. For Barnes to sign on the first day of free agency in 2016, that's him. He chose to take the Rams offer rather than wait out the market the way Wisniewski did in 2015. So I am not sure what that tells us about THE RAMS, since that was all entirely on TB.
It could be that TB thinks his 2-year with the Rams in 2016 is a prove it deal setting him up for bigger money later, or an extension after 2016.
I thought he was good last year (until the guards got messed up for a while) and he is clearly looking good this year.
