You're referring to the time before he became a starter. That's the only time he was "exposed." After he became a starter they signed him on the 1st day of free agency in 2016, so he was never exposed as a free agent at that point. And yes they're that smart, at least when it comes to Barnes, and also Barnes wants to stay with the Rams.
One thing Fisher has always done, going back to the start, is field good OLs. In fact the Titans had to completely rebuild their line in 2005 and did a very good job of it. The entire time with the Rams, with the exception of last year's inexperienced line, his OLs have been effective when they were not broken up by extensive multiple injuries. He then dropped the free agency approach and went for the draft...and I would say that the inexperience of the 2015 OL held it back, but it is clearly coming around now. So he is not and never has been clueless about OL building.
