No coach does well with those 3 conditions working against them. Or even just 2 of them (qb and OL). Sometimes just one of them (qb or OL).
There are qbs who can still play with no running threat and a broken OL but it's rare.
The point is, then, Fisher was without the qb and OL (and then for 4 games without the RB ) in 43 of 64 games.
That is, he did not do well under conditions where most if not virtually all coaches just simply do not do well as a rule.
