I suspect he does see himself as a WR1.
I also suspect that's why he still hasn't signed with anyone.
Last season McCaffrey and Kittle each caught more passes than Jennings' 55 catches. (And Kittle only played 11 games while Jennings played 15.)
In '24 he was 2nd on the team in receptions behind Kittle, in '23 he was 5th on the team in receptions with 19. He was also 5th in '22 and '21.
He's never led his team in receptions. Maybe he thinks he would if he didn't have to contend with McCaffrey and Kittle as options 1A and 1B. But apparently there aren't any NFL teams that agree with him.
Maybe reality will set in and his price will be palatable to the Rams. Maybe not.
I think the 10,000 foot view is that the Rams ought to bring in a WR3 that can upgrade that position. Whether it's Jennings or someone else is anyone's guess at this point.
