I've listened to a few old hands from former GMs to HCs, who say that the team needs in the top half of this draft are more heavily on D than O, and that the available talent also leans more heavily D than O. So, if that's the case, and the Rams are looking more to the O than the D (which I suspect they are), then it ought to push the top 2 WRs and 2 OTs down to them at 13 (barring a bunch of trades).
And, should a QB needy team ahead of the Rams take a leap and go for Simpson, then that pushes that O talent down towards the Rams even further.
