They might, but I would bet against it for the following reasons:

1. Atwell serves as insurance in case one of the other 5 WRs gets hurt. If one of them goes on IR then Atwell will undoubtedly be activated.
2. As foolish as it seems to pay someone $10M and not really use them that money is guaranteed and the Rams would have to pay him the full amount, even if they cut him and he gets signed by another team.
3. I can't imagine the Rams want to be in a position where Tutu helps another team get a higher seed than the Rams, or worse yet helps another team beat the Rams in the playoffs.
