The Rams are just hedging their bet by keeping Karty on the roster and elevating Mevis from the practice squad rather than cutting Karty and putting Mevis on the 53 man roster.
They can elevate Mevis two more times if they want to so they have time to evaluate Mevis without really costing themselves anything. (Karty's salary is guaranteed for the season since he was on the initial 53 man roster, and I doubt if anyone is going to sign Mevis to their 53 man roster while he's on the Rams' practice squad/)
