I'm almost afraid to discuss it because it causes such heartburn around here.
Tutu is the perennial "play him more" that never quite gets more time and never quite affects game outomes very much.
The problem is simple: he is too little to be used except in a limited way. His catch radius is, of course, limited by the length of his arms and body. The Rams have become a physical team; he's not. Blocking is limited due to the physics of it. He can't play STs, and God knows they tried. We don't have to "blow the lid off the D" in order for our intermediate passing game to work or for the occassional explosive play.
You can only call up so many players on game day. You need versatile guys, and TuTu is anything but that. He MUST have specific plays designed to fit his limits. Whittington is a head and shoulders more valuable than Tutu.
McVay simply can't find the situations to get reps for Tutu. He has tried for 3 years. About the only way I see him getting any real playing time is if Adams or Nacua go down and he starts in their place because he knows the route tree.
So why resign him and give him a guaranteed $10 mil? I don't think anyone has ever received a rational answer for that one.
