"Gilmore will earn a base salary of $7,960,000 and a roster bonus of $1,960,000, while carrying a cap hit of $9,920,000. "[

The Colts are carrying $2M in dead money attributed to Gilmore this year so it looks like he would have been an $11.92M cap hit to the Colts if they kept him. But the Cowboys are 'only' on the hook for his 2023 salary and roster bonus to the tune of $9.92M.
There are currently 21 cornerbacks in the NFL with contracts that average more than $9.92M a year. But there probably aren't 5 better CBs. To me, that makes it look like the Cowboys are getting a bargain.
By contrast, if Ramsey plays out his deal with the Dolphins he'll get $55M in 3 years, an average of $18.3M a year.
4 CBs currently make more than $18.3M a year. I'll leave it to others to judge whether Ramsey is worth that much.
