I am assuming they had him too high on their board. That happens. But if you were to rank the teams in the NFL in terms of sticking to their board I have to think the Rams are high up there. Because Les loves to move around and accrue draft capital, which is the benefit of being disciplined and taking the players you want in the ranges you feel they are slotted.
