First you have to consider scheme and team needs Rock, every team ahead of the Rams didn't need a guy who projected to the slot. Maybe some teams ahead of the Rams needed a speed receiver more than a possession type receiver. The receivers taken ahead of Kupp might turn out to be better fits for what they needed.
