In Texas, the governor has given city council the option to declare a local lock down at their discretion.. our city council had decided, with 10 confirmed case, but all travel-related, that they would not enforce a lock down until a local case was locally transmitted.. a whole heapin' lot of us wondered why they didn't enforce it BEFORE it was locally transmitted, which could possibly keep one infected person from spreading it to potentially hundreds..
