Just not discussed openly. All one has to do is explore the reason why parochial schools so so much better in sports than most public schools. I was part of the Los Angeles Unified School system in the 50s and we produced some of the best athletes in the nation but students could only attend those schools within their neighborhood boundaries. Athletic wise our school (Dorsey) drew from a huge area in the western part of south central. We had a tremendous amount of gifted minority kids that went on to the professionals. That all changed with the proliferation of schools with a religious foundation-primarily Catholic. Those schools actually "recruited" students from the public schools as they were not subject to boundary limitations. Whether we care to acknowledge it there was also a lot of money involved much of which came from corporations such as Nike,Adidas, etc. Kid were -and are-attending Catholic schools and living with long lost cousins while their parent(s) still live in south central.
Its all about the money-either present or future-if you catch my drift.
