Well, last I heard..

there was another hijacker who looked like DB Cooper, and pretty much used the same technique to hijack the plane and was also a former military dude with parachute experience etc.. he was caught and they were thinking it was DB Cooper, but couldn't prove it.. So, that might be the same guy you're thinking of..
