A team comes out and looks 'flat' to me, (this time Croatia), only to completely turn it around in the 2nd half.

Is this a strategy? I've seen this a number of times. Could be I'm just reading this wrong, of course, but I'm wondering if teams occasionally 'pace' themselves hoping to conserve energy and catch the opponent exhausted in the 2nd.
