. The question is what is meant by "complete". The Cub outfielder clearly caught the ball-is that "complete" ? When he turned he dropped it. So what about when a fielder catches a fly ball for the 3rd out and while running into the dugout drops the ball from his glove. I know that's an extreme illustration but it's similar to what the cub outfielder did. He clearly caught the ball, turned and it dropped from his glove. Maybe its just a judgment call for the umpires.
