I don't have an answer.. just, perhaps, a lead to find one. Can you change the video format on the Go Pro? If not... does the iPad have a video converter app available? I'm dubious about the second option.... as you know iPads don't have a file structure like a regular computer... files can only be added, transferred, via an 'app'... so it would have to be a one clever app and I'm doubtful one exists... but I could be wrong.
Easy to do on a desktop and then loaded to your iPad but that doesn't help you in your situation.
