Advice needed on October Glory Maple tree I planted 1 year ago.

It has not grown much at all in one year. This Spring, it budded but went KAPUT from the top (approx 7 and a half feet) down to the trunk about 6-7 inches from the ground. At THAT point, healthy green leaves are coming from the trunk. Should I cut off the rest, from the leaves up, only 6-7 inches from ground or just call it a try and plant another tree? I'm thinking there were too many roots in the area I planted.
