But I think that's just the nature of the beast: no team, least of all successful teams, can afford to give all their players market-value 2nd contracts - and they already gave Higbee a nice contract. Drafting Burgess didn't mean they were down on Rapp or Johnson. Had they drafted a CB this year, it wouldn't mean that they were down on Troy Hill. If they draft another WR high next year, it won't mean that they're down on Kupp or Woods.
In all those cases, it more likely means that they think there's playing time for everybody, that they'd hedging against injury at key positions, and/or that they realize they can't afford to keep everybody over time.
